A French AI startup just raised the biggest tech round Europe has ever seen, and it's not the one you'd guess

Ask most people to name Europe's biggest AI bet and they will probably say a British or German company. It is actually French, and the money behind it is even more surprising.
Mistral has closed a €3 billion Series D funding round at a valuation above €21 billion, officially the largest equity round any European tech company has ever completed. Three years after launching, the Paris based AI lab has just become the poster child for what people are calling sovereign AI, the push for countries and regions to build AI infrastructure they actually control rather than renting it from American giants.
Here is the twist. The round was led by Samsung Electronics, not a European venture fund and not one of the usual American mega investors. Co leads Scaleup Europe Fund, managed by EQT, and existing backer PSG Equity rounded out the raise.
A Korean electronics giant leading Europe's largest ever tech funding round is not the headline anyone was expecting, and it says something about how global the race for AI infrastructure has become. Sovereign AI does not mean sovereign money, apparently, it just means the compute and the models stay closer to home.
For Mistral, the raise is validation that betting on being Europe's answer to OpenAI and Anthropic was not a doomed strategy. The company has spent three years building open and proprietary models while European regulators tightened the screws on the American labs, positioning itself as the local alternative when governments and enterprises wanted one.
Whether €21 billion buys Mistral genuine staying power against labs with far deeper pockets is the real test from here. But for one week at least, Europe can say its AI champion just outraised almost everyone else on the continent, backed by a Korean conglomerate nobody saw coming.
